재외동포에게 비대면·디지털 신원확인 서비스 제공 > 자유 게시판

  재외동포청은 정부의 국정과제 중 하나인 재외동포 서비스 강화를 위해 비대면 디지털 신원 확인 서비스 도입을 추진한다.

  재외동포청은 이를 위해 11월 2일 한국인터넷진흥원(원장 이원태)과 업무협약을 맺었다.

  그간 재외동포가 해외에서 국내 민원 및 각종 서비스를 이용하려면 현지에서 불필요한 국내 휴대 전화 가입유지를 하거나 국내 신용카드 보유, 또는 원거리 재외공관을 방문해야 하는 불편함이 있었다. 디지털 서비스에 접근하기 위해서는 본인 확인 방법으로 휴대전화 인증, 신용카드 인증, 아이핀, 전자서명인증서가 필요한데 이들 모두 내국민 기준 확인 방법이기 때문이다.

  전 세계 재외공관을 방문하는 재외동포가 매년 8만여건에 달하며, 이를 위한 교통·숙박비와 국내 휴대전화 가입 유지비 등으로 98억원 정도의 사회적 비용이 지속해서 발생하는 상황이다.

  이번 협약에 따라 양 기관은 재외동포인증센터(가칭) 설치·운영, 재외동포 비대면 신원 확인을 위한 법·제도 마련, 신원확인 방법의 안정성·신뢰성 제고 등을 위해 함께 노력하기로 했다. 재외동포청은 ‘전자서명법’ 소관 부처인 과학기술정보통신부와도 지속해서 업무협의를 진행 중이며, 전자여권과 카카오·네이버 등 민간 전자인증 앱을 활용한 비대면 디지털 신원 확인 서비스 도입도 추진하고 있다.

Contactless & digital identity verification service to be created for overseas Koreans

  The Overseas Koreans Agency is promoting the introduction of a contactless, digital identity verification program to improve services for overseas Koreans as one of the government’s national tasks.

  The OKA signed a business agreement with the Korea Internet & Security Agency (President Lee Won-tae) on Nov. 2.

  Until now, in order for overseas Koreans to use domestic civil and other services abroad, they had to go through the inconvenience of maintaining an unnecessary domestic mobile phone subscription or domestic credit card or visiting a distant embassy abroad. To access digital services, mobile phone authentication, credit card authentication, i-PIN and an electronic signature certificate are required for identity verification, but these are only suitable for Koreans living in Korea.

  Approximately 80,000 overseas Koreans visit embassies around the world every year, and the social costs reach approximately US$7.5 million from the use of transportation and lodging, as well as maintenance costs for domestic mobile phone subscriptions.

  According to this business agreement, the two organizations decided to work together to establish and operate the Overseas Korean Authentication Center (temporary title), establish laws and systems for contactless identity verification of overseas Koreans, and improve the stability and reliability of identity verification methods. The OKA is continuing to consult the Ministry of Science and ICT, which is in charge of the Electronic Signature Act. They are also working toward the introduction of identity verification using electronic passports and private electronic authentication apps, such as the ones provided by Kakao and Naver.
